Use a feed

Fetch the file. Every feed has schema, fetched_unix (when it was made), source and cols; each row is an array in the order of cols.
Fetch again no more often than the feed refreshes; the files are cached for 5 minutes anyway.
Modelled feeds say so with "modelled": true. Show that on your screen too.
